Texas Floodplain & FEMA Modeling Specialist
Remote | Part-Time (1099) | Potential Full-Time Integration Late 2026
Garing, Taylor & Associates, Inc. (GTA) is a 60+ year civil engineering and land surveying firm expanding its work in the Texas energy and infrastructure sector. We are seeking a highly experienced Hydrologic & Hydraulic (H&H) Engineer with deep Texas floodplain expertise who enjoys technical modeling and regulatory problem-solving.
This role is ideal for a senior engineer who genuinely enjoys performing detailed floodplain and floodway studies and prefers flexibility over management responsibilities.
We are currently open to part-time 1099 engagement, with potential transition to a full-time role later this year as workload grows.
Position Focus
You will serve as GTA’s primary technical specialist for FEMA-related floodplain and floodway studies in Texas, supporting energy and infrastructure projects requiring agency coordination with:
- Federal Emergency Management Agency (FEMA)
- U.S. Army Corps of Engineers (USACE)
- Harris County Flood Control District
- City of Houston Floodplain Administration
- TxDOT and other local drainage authorities
This is a hands-on technical role focused on modeling, analysis, and documentation — not staff management.
Key Responsibilities
- Develop and refine complex HEC-RAS (1D and 2D) models
- Perform hydrologic modeling using HEC-HMS or equivalent tools
- Conduct floodway encroachment analyses
- Prepare CLOMR and LOMR submittals (MT-2 process)
- Interpret FEMA Flood Insurance Rate Maps (FIRMs) and Flood Insurance Studies (FIS)
- Prepare clear, defensible technical reports for agency review
- Coordinate technical responses during FEMA review cycles
- Support Section 404 permitting coordination as needed
Required Qualifications
- Licensed Professional Engineer (Texas strongly preferred)
- 10+ years water resources experience
- Direct experience preparing successful CLOMR/LOMR packages in Texas
- Demonstrated expertise in floodway modeling and revisions
- Advanced proficiency in HEC-RAS and HEC-HMS
- Familiarity with Atlas 14 rainfall implementation
- Strong technical writing skills
- Comfortable working independently in a remote environment
Engagement Structure
- 10–25 hours per week initially
- 1099 contractor arrangement
