Garing, Taylor & Associates (GTA) is expanding its leadership bench to support continued growth in statewide affordable housing and infrastructure programs.

We are seeking a Civil Engineering Project Manager who is ready to take ownership of complex site development projects while integrating into an established, principal-led leadership team. This role works closely with firm ownership and senior operational leadership to ensure program continuity, delivery excellence, and long-term sector growth.

GTA is a 60+ year civil engineering and land surveying firm serving California’s Central Coast and statewide clients. Our leadership team remains actively engaged in project oversight, client relationships, and operational excellence.

As we expand our statewide affordable housing portfolio, we are strengthening our internal leadership depth to support sustained growth and continuity.

The Opportunity

This position will initially focus on managing projects within an established statewide program while collaborating closely with senior leadership responsible for regional operations and firm-wide strategy. Over time, for the right candidate, there is opportunity to expand responsibility within this market sector — including program-level coordination and mentorship of junior staff.

Growth in this role is earned through demonstrated leadership, technical excellence, and alignment with the firm’s long-term vision.

Responsibilities

  • Manage civil site development projects from planning through construction
  • Lead agency coordination and plan check responses
  • Oversee grading, drainage, utility, and stormwater design
  • Coordinate consultants and internal production teams
  • Track budgets, schedules, and deliverables
  • Support senior leadership in program-level reporting
  • Mentor junior engineering staff

What We’re Looking For

  • 6–12+ years of civil engineering experience
  • Strong California site development background
  • Experience navigating multiple jurisdictions
  • Affordable housing or publicly funded projects preferred
  • PE license (or in progress)
  • Ability to lead meetings and manage consultant coordination
  • Professional maturity and respect for team-based leadership structures
